Forum 2000 in Prague: Participants Call for Release of Cuban Political Prisoners

La Lista de Praga

The Prague list contains 307 names of current Cuban political prisoners. This is not a complete accounting, but it is the most exhaustive list available. In this list you will find Cubans from across the spectrum of society, among them 25 journalists, five medical doctors, two dentists and one attorney, all arrested for their human rights and pro-democracy activism. History has demonstrated that one cannot remain silent in the face of such injustices without catastrophic

results. The full and unconditional release of all Cuban political prisoners, at a minimum all the individuals identified on this list, would demonstrate a first step to a commitment to improve things in Cuba.

La lista de Praga contiene 307 nombres de actuales presos políticos cubanos. Esta lista no puede representar una contabilidad completa, pero es la lista más exhaustiva disponible. En esta lista se encuentra un espectro completo de la sociedad cubana, entre ellos 25 periodistas, cinco médicos e dos odontólogos y un abogado todos detenidos por su activismo a favor de los derechos humanos y la democracia. La historia ha demostrado que no se puede permanecer callado frente a estas injusticias sin resultados catastróficos. International Human Rights Activists Denounces Abduction and Beating of Bloggers and Issues a Call to the EU

International Human Rights Activists Denounces Abduction and Beating of Bloggers and Calls for EU to make democracy, human rights and fundamental freedoms the priority in its relations with Cuba

Recalling that the abduction and beating of bloggers Yoani Sanchez and Orlando Luis Pardo Lazo by Cuban state security agents on Friday November 6, 2009 is not an isolated event but part of a pattern of systematic harassment that in some cases leads to the deaths of independent civil society and pro-democracy activists.

Recalling that Oswaldo Paya Sardiñas won the Sakharov Prize in 2002 in recognition of the Varela Project in which 11,020 signatures petitioning for basic freedoms was delivered to the Cuban national assembly, that the response by the dictatorship was to declare the Constitution untouchable followed by a massive crackdown in March 2003 in which the petition organizers, independent journalists, and human rights activists were arrested, tried and sentenced in summary trials to up to 28 years in prison, and that following the crackdown an additional 14,000 signatures demanding reform were turned into the Cuban National Assembly.

Recalling that the mothers, sisters, and daughters of Cuban political prisoners organized into “The Ladies in White” peacefully and openly demand their loved ones’ freedom, only to be met with the regime’s Rapid Response Brigades and physical violence that in 2005 The Ladies in White won the Sakharov Prize, and. continue to march through the streets for their loved ones’ freedom.

Recalling that at the Forum 2000 Conference on "Democracy and Freedom in a Multipolar World" held in Prague, Cuban human rights activists, led by former political prisoner José Gabriel Ramón Castillo, presented the names of 305 political prisoners on the island, " The Prague List," is not meant to be inclusive, but it does provide a general idea of the scope of repression and how many are imprisoned because of their opposition to the dictatorship.

Recognizing that international solidarity has provided a measure of protection to Cuban democrats, independent civil society and human rights activists

Therefore:

We denounce the abduction and beating of bloggers Yoani Sanchez and Orlando Luis Pardo Lazo by Cuban State Security and condemn this practice and demand its end.

We call on the Cuban regime to release all political prisoners and prisoners of conscience, and commit to work to resolve the critical human rights situation in Cuba,

We call on democratic governments to develop a systematic multilateral effort to improve the critical human rights situation in Cuba.

We call on the European Union to maintain its 1996 Common Position on Cuba which means maintaining a high priority to the principles of democracy, human rights and fundamental freedoms.

We resolve to raise awareness on the plight of the at least 305 identified political prisoners in Cuba in “The Prague List” currently serving unjust prison sentences for defending human rights and democracy in Cuba

Activistas Internacionales de Derechos Humanos denuncian el secuestro y golpiza contra blogueros cubanos y hacen un llamado a la Unión Europea para que la Democracia, los Derechos Humanos y las Libertades Fundamentales tomen prioridad en sus relaciones con Cuba

Recordando que el secuestro y y golpiza contra los blogueros Yoani Sánchez y Orlando Luis Pardo Lazo por agentes de la Seguridad del Estado cubana el viernes 6 de noviembre 2009 no es un hecho aislado, sino parte de un patrón de hostigamiento sistemático que en algunos casos conduce a la muerte de activistas de la sociedad civil y pro-democráticos

Recordando que Oswaldo Payá Sardiñas, galardonado con el Premio Sájarov en 2002, en reconocimiento del Proyecto Varela en el cual se entregaron 11.020 firmas pidiendo libertades básicas a la Asamblea Nacional de Cuba, que la respuesta de la dictadura fue declarar la Constitución intocable y luego una ola de represión masiva en marzo 2003 en la cual fueron arrestados organizadores de la petición, periodistas independientes y activistas de derechos humanos quienes fueron juzgados y condenados en juicios sumarios hasta 28 años de prisión, y que, tras la represión otras 14.000 firmas exigiendo reformas se entregaron en la Asamblea de Poder Popular de Cuba.

Recordando que las madres, hermanas e hijas de los presos políticos cubanos organizadas en "Las Damas de Blanco" exigieron la libertad de sus seres queridos pacíficamente y abiertamente, y como consecuencia tuvieron que enfrentarse a las Brigadas de Respuesta Rápida del régimen y la violencia física y que en 2005 las Damas de Blanco ganaron el Premio Sajarov, y continúan sus marchas por las calles por la libertad de sus seres queridos.

Recordando que en la Conferencia del Foro 2000 sobre "Democracia y Libertad en un Mundo Multipolar", celebrada en Praga, activistas de derechos humanos de Cuba, dirigido por el ex preso político José Gabriel Ramón Castillo, se presentaron los nombres de 305 presos políticos en la isla, "La Lista de Praga", que no pretende ser exhaustiva, pero proporciona una idea general del alcance de la represión y cuántos son encarcelados debido a su oposición a la dictadura.

Reconociendo que la solidaridad internacional ha proporcionado una medida de protección a los demócratas cubanos, de la sociedad civil independiente y activistas de derechos humanos

DECLARACIÓN DE LOS DEFENSORES DE DE LOS DERECHOS HUMANOS

Desde el Foro 2000: Democracia y Libertad en un Mundo Multipolar

Formación de la Coalición de la "Eterna vigilancia"

13 de octubre 2009, Praga

Habiéndose reunido en la Cumbre de Ginebra para los Derechos Humanos, la Tolerancia y la Democracia el 19 de abril de 2009 en vísperas de la Conferencia de Examen de Durban se decidió por los representantes de Zimbabwe, China, Cuba, Irán, Birmania, Bielorrusia, Sudán, Venezuela y Egipto crear un foro y plataforma para la "vigilancia eterna", que está abierto a todas las ONG, defensores de derechos humanos, las instituciones de protección de los derechos humanos, las víctimas pasadas y presentes de la discriminación por motivos de opinión, la persecución política, los presos y prisioneros de conciencia, para cumplir con los objetivos enumerados a continuación.

La Declaración de la eterna vigilancia pide la liberación de todos los presos políticos y presos de conciencia tal como se define por Amnistía Internacional, la Oficina del Alto Comisionado para los Derechos Humanos de las Naciones Unidas y regionales, organizaciones de derechos humanos y nos comprometemos a trabajar para resolver las crítica situaciones de derechos humanos en nuestros respectivos países.

Hoy en día reunidos en el Foro 2000: Democracia y libertad en un mundo multipolar.

Reconociendo que los gobiernos antidemocráticos, están coordinando esfuerzos para socavar los derechos humanos universales socavar y atacar regionales e internacionales de derechos humanos y la creación de un entorno hostil para la sociedad civil independiente a nivel local.

Reconociendo que los gobiernos autoritarios y totalitarios, los movimientos y activistas que trabajan en las redes formales e informales para avanzar su modelo de gobierno en todo el mundo por cualquier medio a su disposición.

Reconociendo que es como Gandhi observó una "conexión inviolable entre los medios y el fin como el que existe entre la semilla y el árbol" y que Maritain es correcto ", que significa intrínsecamente malo aplicar para alcanzar un fin intrínsecamente bueno es simplemente una tontería y un error ".

Por lo tanto:

Hacemos un llamamiento a los gobiernos democráticos para enfatizar los esfuerzos para trabajar en redes y coordinar mejor la defensa y mejora de los derechos humanos.

Nosotros, los miembros de la Coalición de la eterna vigilancia nos comprometemos a identificar los países donde existe una crítica situación de derechos humanos, se centran en la situación de los defensores de derechos humanos y defender la integridad de las organizaciones de derechos humanos internacionales y regionales.

Nos comprometemos trabajar para aumentar la conciencia sobre la difícil situación de todos los presos políticos en el mundo quienes en la actualidad cumplen penas de prisión injusta por defender los derechos humanos de alguna manera.

Identificar los presos políticos y las circunstancias en torno a su caso documentándolo y si las organizaciones internacionales de derechos humanos han reconocido estos casos citarlo tambien. Preparar una lista por países de los presos políticos con el objetivo de crear un mapa global con localizaciones de los presos.

Vamos a responsabilizar a los países quienes están aplicando o ya son miembros del Consejo de los Derechos Humanos de la ONU con el peor historial de derechos humanos y preparar informes sobre las condiciones de derechos humanos allí. Fomento de los gobiernos democráticos y la sociedad civil a los miembros de que se trate y los candidatos a fondo que también pondrá de relieve las democracias que constantemente votan para potenciar países que son sistemáticos violadores de los derechos humanos.

Invitamos a todos los que deseen unirse para que esta causa y su lucha por la libertad. Pedimos el apoyo de todos los que luchan por los derechos humanos y la libertad en todo el mundo. Hacemos un llamamiento a políticos, líderes religiosos y estudiantes, intelectuales, artistas, y todo el mundo, luchar por la vida y la libertad de todos los presos políticos y prisioneros de conciencia. Nuestro objetivo es un mundo sin presos de conciencia que es un mundo sin presos políticos.

Estructura

Todos para uno y uno para todos

“Eterno Vigilancia” busca difundir información, movilizar el apoyo y compartir funciones y responsabilidades para aumentar la influencia en ámbito política. Para lograr esto se requiere una estructura de coalición sin embargo “Eterno Vigilancia” mantendrá su carácter como una coalición informal.

Todos son bienvenidos a unirse a esta coalición ya sean individuos o las organizaciones no gubernamentales siempre y cuando que comparten los principios y valores enunciados en la Declaración de la eterna vigilancia y este documento.

Miembros de la coalición ayudará en la realización de los objetivos establecidos en el citado documento y la emisión de llamadas a la acción para situaciones urgentes que requieren la atención de la coalición entera. Miembros de la coalición elegirá a uno de sus miembros para que actúe como una secretaría de la coalición.

La secretaría se encargará de las comunicaciones oficiales, organizar actividades, mantener una presencia en Internet de la coalición, y manejar cualquier y todas las preocupaciones de la coalición. La secretaría estará sujeta a la elección anual de los miembros de la coalición.

Statement on Suu kyi Sentence

Recalling that Daw Aung San Suu Kyi won the last election held in Burma (Myanmar) in 1990 and that those results were ignored by the ruling military junta who then imprisoned her unjustly.

Recalling that Daw Aung San Suu Kyi is the only living Noble Peace Laureate under detention

Recognizing that the current charges against Daw Aung San Suu Kyi are both a sham and illegal.

Furthermore that this action by the military junta causes major damage to the process of national reconciliation and indicates that the upcoming 2010 elections will be a farce.

Therefore:

We call for the immediate release of Aung San Suu Kyi, currently held in the notorious Insein Prison and request that the new charges against her be dropped. We are concerned that her health is poor due to both low blood pressure, dehydration and the detention of her primary physician, Dr. Tin Myo Win, who was also detained, but released on the evening of May 16th by the military and was not allowed to administer medical attention to her.

We call on the military regime of Burma (Myanmar) to release all political prisoners and prisoners of conscience, and commit to work to resolve the critical human rights situation in Burma.

We call on democratic governments to develop a systematic effort to improve human rights in Burma (Myanmar) where there is a critical human rights situation.

We call on the UN Secretary General Ban Ki-moon to request and lobby for her release.

We call on the UN Security Council to demand the immediate release of Aung San Suu Kyi.

We request that the United Nations and the Association of Southeast Asian Nations (ASEAN) send envoys immediately to Burma (Myanmar).

We resolve to seek to raise awareness on the plight of the at least 2,100 identified political prisoners in Burma (Myanmar) currently serving unjust prison sentences for defending human rights and democracy in Burma (Myanmar).

FROM GENEVA SUMMIT FOR HUMAN RIGHT, TOLERANCE AND DEMOCRACY

Declaration of “Eternal Vigilance”

19 April 2009, Geneva

Having assembled at the Geneva Summit for Human Rights, Tolerance and Democracy, and on the proposal by the Venezuelan NGOs represented at the Summit, it was decided to create a forum and platform for “Eternal Vigilance” that is integrated by all NGOs, human rights defenders, human rights protection institutions, former and present victims of discrimination on the basis of opinion, political persecution, prisoners and prisoners of conscience, to fulfill the objectives listed below.

This proposal was supported by the representatives of Zimbabwe, China, Cuba, Iran, Burma, Belarus, Sudan (Darfur), Venezuela and Egypt, taking into account that in those countries the governments do not respect human rights; have proved to be intolerant in several ways against dissidents; and in fact have arrested, sentenced, and imprisoned activists that work towards freedom and democracy.

We call on these governments to release all political prisoners and prisoners of conscience as defined by Amnesty International, the Office of the High Commissioner for Human Rights of the United Nations, and regional human rights organizations, and commit to work to resolve the critical human rights situations in their respective countries.

We call on the democratic governments to develop a systematic effort to improve human rights in countries where there is a critical human rights situation.

We hereby launch the campaign “Freedom for All.” This campaign consists in raising awareness in consciousness of the plight of all political prisoners in the world currently serving unjust prison sentences for defending human rights in some manner. We establish a map of liberation, which demonstrates which countries have and do not have political prisoners.

We invite all who wish to join to make this their struggle and cause for freedom. We ask for support for all those struggling for human rights and freedom around the world. We call on political, religious and student leaders, intellectuals, artists, and everyone, to struggle for the life and liberty of all political prisoners and prisoners of conscience.

We call on members of the UN General Assembly to take into account and question candidates for membership on the United Nations Human Rights Council and vote against candidates that are systematic human rights violators, to avoid having the council undermined.
